You can always copy the bookmark files. They are Winamp.bm and Winamp.bm8. If you need to merge files, you will probably need to do it manually in a text editor (they are just text files with a line for the URL and a second for the description). I don't think there is a sync facility.
With Windows XP, you will find the files either in C:\Documents and Settings\<username>\Application Data\Winamp or C:\Program Files\Winamp.
