I suspect, from the description, and nothing more, that's it's a player that will play music you have stored in the cloud. The cloud, is the term for where information is saved that's accessible everywhere. google docs, is an example of a cloud bassed application.

The person who asked the accessibility question should download the cloud player, and test it for themself. Screenreaders, technical compantancy play a huge part in many cases on the question of accessibility.
