Jim I'm using window-eyes 8.2 and when I ttry to change those settings the edit boxes for the vu meter show up just as custom controls and I can't insert any njumbers.

If you use the properties button (press F11, Visual tab) for the Tone Meter, you can configure 4 different tones for different levels. To only play a tone when the meter is above -2dB, for example, set the first level to -2dB and select "Silence" then set the second level to +10dB and select Square (or your preference). Set the other levels to Silence.
