Running 'pca -V' I get a 403 Forbidden error. I tried using
'--ssprot=http' but that made no difference. I tried logging in directly
to Sunsolve, we have an account, and could access the patch but only
after accepting their 'SUN MICROSYSTEMS USER LICENSE AGREEMENT'.

Since the patch I was trying (142009-01) is a public patch

Patch 142009-01 is not public, like most non-security patches. You need a support contract connected to your Sun Online Account to download it. So the 403 error is perfectly valid. If you really can download the patch zip file interactively from SunSolve, it's not expected behaviour.

Anyone know how to get around this? I thought that the requirement for
acknowledging the agreement (last seen some time ago) was removed by Sun
for public patches.

You need to provide authentication information, just like pca does with wget's --header option (see debug output). Only then the acknowledgment step is skipped. You can't download any patch without a Sun Online Account, either free or with a contract.
