*Sigh* .. from my experience this means that the Oracle server thinks that you provided an invalid user/password combination. Are you sure that you can login interactively to support.oracle.com with this MOS account? If so, please look at:

and see whether you can verify your support levels with the method described there under "How to find what Support Levels a User has".
