Yes, the problem is with our proxy web. So now, I can update the pca tool with 
the update command.

This "159253" indeed is the file size of the old version (20101221-01). The new 
version on the server has 160437 bytes. I verified from the my log files that 
my web server delivers the correct file, and it has done so to many clients 
after I put it online (9:27 MEST).

I also can't find "hefrbck06" in the log file (OK, this depends on whether your 
machine is registered in DNS). All this makes me assume that you are not 
actually accessing http://www.par.univie.ac.at/ at all.

Is there a chance that you have a badly behaving proxy in the way?
