Gerard, I would trust PCA's ordering.
I have compared the ordering of patches in 10_Recommend to PCA's ordering of the same list of patches. They differ greatly. I think you are correct that in this case the order is not important. My experience shows that Oracle does not always pay attenuation to details when creating/updating knowledge base entries. Using LU and patching the PBE before starting are very good advice. I am not using ZFS root nor zones - both have caused LU problems in the past.
