This here makes me believe that there is a problem with authentication on the 
local web proxy, as it's not an answer I've ever seen from Oracle's server:

Connecting to proxy-vectra.total.com|10.134.202.194|:80... connected.
Proxy request sent, awaiting response... *407 Proxy Authentication Required*
09:42:05 ERROR 407: Proxy Authentication Required.

It's strange though, that you could download other files through the proxy then. 
Do you have access to the web proxy's logfiles for further diagnosis?
