This draft is motivated by new metric 'utilized bandwidth' defined in draft-ietf-isis-te-metric-extensions-01 (http://tools.ietf.org/html/draft-ietf-isis-te-metric-extensions-01) This new metric is leveraged and factored during Path computation and enable discovery of most under-utilized path. I believe this draft is also relevant to draft-ietf-pce-pcep-service-aware<http://tools.ietf.org/wg/pce/draft-ietf-pce-pcep-service-aware/> which supports network performance constraint based path computation.
