1) Restructured the three main sections into four sections, so as to make the description functionally clear, this addressing the only remaining open point Jon raised up during/after last IETF; Most of changes associated with this update is editorial and re-organizing. 2) Updated the IANA section per Chairs' request, using "TBD+ suggested value"; 3) Added texts on how to handle PCE IP address change. We think this draft is stable and there are already implementations following this draft. Therefore, we would like to request a thorough review and move it forward. Any comments are welcome!
