Note that there are no major technical change, just reorganization to 
accommodate the draft-wu-pce-pcep-link-bw-utilization text. 
Request WG to have a relook and provide comments on this version. As the 
companion OSPF/ISIS WG documents have made progress and heading to IESG, we 
would be requesting PCE WG to move this document along as well.
