Hi PCE experts,
 
Based on the previous discussion, we update our draft as follows:

A flag is added to determine whether the objects are used in BIER multicast 
scenario,  these objects can be applied to both BIER scenario and non-Bier 
scenario.
In addition, some generic content is relegated to the TLV,  which improves 
scalability.
