Hi Jonn and Dhruv, Thanks for your detailed review and suggestions! I submitted a -09 version to resolve the following three issues. 1, In Section 5, paragraph 2, "would" was replaced to "MUST". 2, In Section 9, a sentence was added at the end with "Assuming that recommendation is followed, then the flags will be protected by TLS." Thanks for the suggestion from John. 3, In Section 9, the second sentence was revised to "Any future document that specifies new flags must also discuss any associated security implications." Thanks for the suggestion from Dhruv. Please let me know if you have other comments and suggestions.
