Hi Kowsalya, Some implementations rely on the fact that as per RFC 8231, delegation of an LSP that is operationally down via PCRpt message is allowed and thus skip PCReq message. There is a proposal that has been discussed to make this explicit by updating RFC 8231 in https://www.ietf.org/archive/id/draft-many-pce-stateful-amendment-02.html#section-3
