I think I know what the problem is: OS 9(.0.4) installs the Sherlock
application in the Apple Menu while 9.1 only installs an alias of the Sherlock
app there. The real app is in the Applications (Mac OS 9) folder. Although you
have done a clean install of OS 9.0.4 it looks like that by pressing CMD-F the
OS tries to open the Sherlock from OS 9.1 in the Applications (Mac OS 9)
folder. Try to locate that copy and trash it.

If you at some point only want to add an extension or control panel or
something, perhaps you have a corrupted driver and you don't wanna do a clean
install, but only want that particularly file then the best thing you can do is
using the app TomeViewer (you can d/l it from macresource.com or
resexcellence.com or search @ versiontracker.com) and then open the Apple Mac
OS install or update tome with it and extract that particularly file and copy
it manually into your System Folder.
FYI Sherlock used by OS 9.0.4 is the one from the OS 9.0 install, it doesn't
get updated by the 9.0.4 updater. So if you want to install this one f.e. then
manually extract it from the OS 9.0 installer tome.
