Three possibilities
1. Photoshop has a lite version. I forgot the exact name, but it is
about $90
2. FreeSlideShow. This is freeware, and doesn't do much. But it is
free, and it might do what you want.
3. Graphic Converter. Shareware; therefore you can try it for free.
Perhaps it will do what you want.
