There were no OS updates between 8.6 and 9. I use 8.6 everyday on my 9600 and it is a very stable OS. Unless you specifically need 9.1 for some software, I would say stick with 8.6. As for modems, no PCI modem was made for the Mac. The simple reason is that every Mac has either had a serial port or an internal modem slot and most Macs have had only 3 PCI slots, all of which decreased the demand for a Mac PCI modem.
