If you're using the onboard video, anything will be faster.  I'm not 
familiar with the Phillips card, but the Apple AV card is slower than 
the HPV, and they made a 2MB HPV that could accept a 4MB upgrade.  That 
said...
Neither Apple's HPV or AV cards are accelerated.  The biggest advantage 
is that they have their own RAM, and don't tie up system RAM, which 
helps with speed.
