Rather than giving you a minimum, I'll just tell you what I get out of my hardware. I have a Formac ProTV PCI video capture card connected to my 7300 with a G3/500 and 352MB RAM running 9.1, dumping video to a 7200rpm SCSI drive. I record from a standard VCR. With this setup, I approach full 29.97fps NTSC frame rate at 320x240, although very complex scenes require 256x192 and then hardware scaling. My Rage Orion has QuickTime video acceleration, and the Formac card directly exports Motion JPEG video which I'm using for encoding (if I want MPEG-1, I have a software codec for that to be done offline). The bus speed is the major drag here, not the CPU.
