Having worked for an advertising agency, and working with service bureaus extensively, I can tell you this is -all- wrong. First, most service bureaus already have every font you could probably imagine. Second, -typically- you send jobs to service bureaus as PDF's with embedded fonts these days. Some bureaus also accept TIFFs, raw postscript, and other 'embedded' file formats. As for sending your fonts to a bureau.... if the bureau already has the font (most likely, if they're a serious firm), then there's nothing to worry about -- they already have a license for the font. Even if they don't....
