I missed your original post, so please forgive me if I am being 
stupid, but do you mean the modem preferences et al conflict with 
your DSL connection? There is no reason in principle why you can't 
send faxes and be connected through ethernet at the same time. I know 
I do it.

If there is a conflict, then it seems that what you need is simply a 
very useful, often neglected, part of the Mac OS called Location 
Manager. It may not be installed by default in your machine, I am not 
sure (I remember at some point the default instalation would include 
LM only in powerbooks, but that changed, so you may or may not have 
it already; if not, do a custom install).

Location manager lets you create "Locations", which may include 
internet, tcp/ip, appletalk configurations, extension sets, time 
zone, the lot.

Just create two different locations, say "Regular" with the fax and 
modem things turned off and "Fax" with, well, I think you get the 
point. Switch locations from the control strip (if changing to a new 
location that specifies a different set of extensions, as may be the 
case, then of course you have to restart; but you may, for instance, 
switch tcp/ip from ethernet to ppp and appletalk from printer to 
ethernet on the fly).
