Turn on "Use Passive FTP Mode (PASV)" in the Network pane of OS X's System Prefs. It's under the "Proxies" tab. This is in the Internet Control Panel, under Firewalls, in OS 9. I have the same problem here at work and when I turn on PASV, it works fine.
