Erm.... this only applies with a Modem in the Comm Slot II slot. An 
ethernet card does not cause this.

On Power Macs with pre-installed Comm II Modems installed, the modem 
port is even blocked by a plastic tab; this is pretty good cause to 
believe this is intended design, not a "bug". I have plenty of PowerMacs 
with Comm II ethernet cards, and the external modem port works fine on 
all of them.
