Sounds like bad ram. But you say that you know the ram is good.
Perhaps one of your ram sticks is not fully seated.
Also:  remove the cache chip.
The computer will run ok (but slower) without the cache.
Moreover, i would say that it would be good to remove the ATI card. 
Run off the built in  video (unless you do not have a monitor that will do so.)
ROM chip is not required, AFAIK. (it is soldered, somewhere else.)
