VPN meaning IPSec VPN? I know that MacPGP has an (apparently) good 
IPSec stack in it, for MacOS 9. I've never used it, but I've had it 
installed and it seemed like it would be easy enough to set up and use.

As for MacOS X, I can't tell 'ya, except that any BSD distro worth 
it's salt should have IPSec out-of-the-box, ready to be set up and used.
