Gary: Not to be too rude, but D-Link equipment is crap. It is the cheapest you can buy at electronics stores, with rebate frequently making it free. I would recommend getting a 3Com 10/100 network card. They provide much higher performance, and are worth the extra price. Or, get an apple 10/100 card. I do not think that the memory is the real issue here. I have a 7200/120 with 32MB Ram, OS 9.1, and an apple card, and it runs great. It is always good to get more memory, so I would say go get some the next time OWC or whoever has a good sale. Also, try the 9.1 update. I like its stability.
