The 10.1 upgrade was indeed cheap; in fact it was free, for those lucky 
enough to get one from a local Mac dealer.

If I understand your question correctly, the answer is no. There is no 
upgrade from 9.X to 10.X. OS9 and OSX are two entirely different 
operating systems.
