Probably. The ATA33 bus has a maximum speed of 33 MB/s whereas the 50 pin (narrow) SCSI bus on most PCI PowerMacs has a maximum speed of 10 MB/s. That may sound like a big difference but it's probably the case that their disk transfer speeds are constrained by the hard drives they're using. The original hard drives that shipped with the 4400 and 7300 were probably capable of delivering data at the rate of 8-12 MB/s. With newer hard drives, you might get a higher peak rate out of the ATA33 bus, but SCSI buses tend to deliver more even sustained performance (which can be important if you're doing audio or video).
