A ZIF Carrier is basically just an adapter. It allows you to use CPUs on ZIF cards in PowerMacs that have an Apple processor slot (instead of a ZIF slot). You can still get G3 and G4 cards with an Apple processor slot too, of course. There's no inherent advantage to using ZIFs, although there may be some economic advantages if you have access to inexpensive ZIFs (discounted enough to compensate for the added expense of the ZIF Carrier/adapter).
