Several Matrox cards are flashable, the Millenniums in particular. Did one 
myself recently.

I'm also not sure about the ATI cards, but it sounds feasable. I'd head 
over to the ATI website and see if there are any flashing utils. If there 
are, then yes. If not, then probably not, though a general web search might 
be in order.
