The problem is almost certainly the size of the bios chip on the
board, the majority of the PC cards only had a 128K chip (or was it
64K ? not sure now), the Mac bios requires a 512K chip and will not
fit the smaller chip, it is possible to change them, I have done it
myself (if you are in the UK I can do this for you if you want) the
chip is a square surface mount chip and will be marked 27Cxxx, if the
xxx is 64 or 128 then the card will not take the Mac bios, if it is
256 or 512 (sometimes 257) then it should flash ok.
I hope that you are also aware that the 15 pin connector that looks
like a Mac monitor connector is NOT a monitor connector, you can
damage the card by plugging a monitor into that (it is an expansion
connector for video I/O on a PC), you must use a D15->HD15 converter
on the PC VGA connector.
