Go to: Control Panels:Keyboard -> Click on the Function Keys... button.

Deselect "Use F1 through F12 as Hot Function Keys" 

Or, assign commands to the appropriate keys.  

Alternatively, hold down option while pressing an Fkey and you will 
retain your normal behavior without having to change any settings 
(though you will have to hold option every time you hit an Fkey).

Note that if you do deselct "Use F1 through F12 as Hot Function Keys" 
you can still use the hot key ability by pressing option-Fkey.  In my 
case, I have F1 set to launch my browser, but I've got the FKeys 
turned off.  So if I press F1, nothing happens.  If I press Option-F1, 
my web browser opens.
