Yes, the lower drive bays are designed for 1.6" high (so-called "half 
height") drives. Both of them.

The right one is already occupied with a CD-ROM.

The left one is available for a 1" high (so-called 1/3 height) or a 1.6" high 
hard drive, or a tape drive.
