It could be that it isn't finding your OS 9 system as the default boot system; it may be looking for another one first. Does i boot into 9 the second time around? If so, open the Startup Disk control panel and make sure that the proper system folder is selected. Reboot to test it. If it doesn't ever boot into 9, then you may have a corrupted system folder. Boot from your OS 9 install disk (or whatever disk you use for repairs) and run Disk Repair or whatever repair app you use.
