If the machine is actually powering back off after starting to come 
on, then you probably have a power supply problem, though the problem 
could be in the power-on circuitry on the motherboard, which would 
probably mean the CUDA chip.  I say this because dead motherboards, 
even a motherboard with no CPU or RAM installed will still power on 
from the keyboard and the power will stay on.   So, if your machine 
is powering back off, I'd say the most likely cause is the power 
supply.

If you have another 9500 power supply or the PS from a 7500 or 8500 
or 7200 or 7600 you can test it.   Don't hook up all your drives, 
just try booting up the motherboard and see if it bongs and gives 
video.  If so, it's the PS.  If the symptoms remain unchanged, it's 
probably the power-on circuitry on the motherboard.
