Still not enough info to make a reasonable guess. Many non-Apple CD 
drives require drivers from the manufacturer (or other source). Later 
versions of the Mac OS have "built-in" drivers for many drives that meet 
Apple specifications in certain features. Since your drive "works" when 
you boot with a System 8.5 CD, it seems to follow that the version of the 
OS on that CD has the necessary driver to support the drive.

Since the machine will not operate the drive when booted from the Hard 
Drive, it also seems to follow that the OS installed on the Hard Drive 
does not include the needed driver.

As a starting point, I would compare the contents of the Extensions 
Folders of the operating systems on the Hard Driver and the OS 8.5 CD, 
looking for differences in the drivers. If you find differencs, I would 
move the driver from the 8.5 CD to the Hard Drive and try again.
