This is a recurring discussion. For some reason, Apple lists the same power supply with both ratings depending on what you read. I don't know if it was a case of tech writer inconsistency or an attempt at PC style overstatement of equipment capabilities for customer assurance. (I have more PCI slots and more RAM, so I should have a larger PS!) Many may remember the 14" monitors that became 15" monitors during the 68xxx era, even though they used the same CRT? That was because Apple owners complained that PC users got 15" monitors while Apple owners only got 14" monitors. The PC monitors had the same and often less usable screen area, but because they were called 15", Apple customers felt cheated.
Apple only shows one part number for the entire 86-9600 series. (661-1242) I've seen them listed as both 390 w and 560 W. Both are correct depending on where the reading is taken. If you read the User's Manual for the 8600, 9600, WS 9650, you will find that the DC output (what the computer can draw from the PS) is 390 W. The Input or AC Wattage (What the computer can draw from your wall plug including the 390 W available to power the various internal DC voltages) is 560 W continuous.
