I just went through a nightmare with my Mac after a surge blew out my 
power supply. It took awhile but I finally got it to bong, boot and 
stabilize. I suggest pulling the battery for a minute, put it back 
and reset the CUDA switch(make sure battery is good-a bad battery has 
given me grief in the past). You could even give it the 
option,Command, shift, delete (PRAM) for 3 or more times when you 
startup.

Reseating "everything" sometimes helps, if all else fails (RAM, 
processor, etc). If you think you have HD problems, disconnect all 
unnecessary devices. Keep it simple. Only CD rom and 1 Hard drive. 
Use all resources. I found Disk Warrior to help where others have 
failed but good thing to have all three (Tech Tool, Disk Doctor) and 
don't forget Disk aide which sometimes helps too when the others 
don't.

Startup with one device: just hard drive or just CD rom. This 
sometimes clears the scsi bus for some reason, especially if you have 
mounting or boot problems with CD rom.

Sometimes, it could be helpful to have a freshly installed hard drive 
to isolate the problems before you actually erase your hard drive. 
Doing a Clean install is a good idea once in awhile too. Erase your 
hard drive as a last resort. Usually, you don't have to do that.
