IIRC, Resourcer is a commercial GUI-type interface resource builder, whereas 
Resedit is Apple's freebee resource editor.

However, Apple (or someone) also has (or had) a command line mode resource 
extractor, and a similarly designed resource creator, both of which were 
freebees.

Many, many years ago, I found the command line resource creator to be helpful 
in making Mac Adobe Type 1 fonts from PC Adobe Type 1 fonts, a job that 
Fontographer and others were able to do also ... much, much later.
