Ahem...yes, bootable OSX CD's exist, and have since the advent of the 
OS...after all...what do you think the installer disk is? :-/

The trick is cramming enough of Aqua and the Cocoa libs into a bootable 
CD that will allow programs to run, or writing these programs to a 
subset of Aqua and Cocoa...I mean, I could put a pretty complete Unix 
onto a bootable CD...heck people cram kernels and enough to bootstrap 
Unix to a full install on *floppies*.
