Make sure the monitor is degaussed. Some monitors do this automatically when powered on, but some have a manual button in the back. One (easily fixable) possibility is that there is some dust or crud interfereing with the flyback's magnetic fields. If you're comfortable around hardware guts and high voltages, try cleaning it. But please please please be very very careful. Between the capacitors and flyback, there's enough stored juice inside a monitor to really hurt... Unplug it - and leave it sit for an hour or two to discharge a bit. Open it up, and hit it with some canned air spray or chemical "tuner cleaner" spray (Radio Shack sells it). If degausing or cleaning doesn't fix it, then the monitor is slowly dying. Most likely the flyback is disintegrating.
