i had a similar problem with ATI 7000mac PCI card. Even though I set the resolution to 1024x768 75hz, my screen would still scroll vertically very slowly albeit.
my monitor is old, Rasterops with a sony tube 5-bnc, continuous sync. and all specs i found on it says its supposed to work on 75 hz refresh. I ended up returning the card.
