Because the installer is reading either the gestalt
number of the 7300 and isn't finding what it expects
or it is looking for a processor speed that you don't
have. There is a 68k app called "Wish I Were" that
allows OS 8.1 on '030 machines by fooling the
installer. I haven't heard of a similar hack for PPC
machines. I'd love to know if there is one.
