Hate to be the bearer of bad news. OS X Jag does not support 2.0 USB...yet.
I have an Adaptec USB PC Card 2.0 but it only runs at 1.1. Yours should be backwards compatible with 1.1. If not, check your drivers or installation. Try it with OS 9 if you can to see if it works at all. PCI cards may be different but I would not think so. Call their tech support or go online to their website.
