I can't get the Energy Settings CSM to show up in the Control Strip.

I've rebuilt the desktop and reinstalled a fresh copy of the CSM from
the OS 9.1 install CD, to no avail.

The CSM version is 3.0. I am running 9.1 on a Power Mac 7500 (upgraded
to a 604e/200mHz processor) with 128MB of RAM (129MB w/ virtual
memory).

Any help would be appreciated.
