Thanks much to Kenta and Jeff for their suggestions, but ultimately it was (as I suspected) way simpler than all that...I had left the 3.3v line unconnected (the plug itself was hiding under the scsi cables). Duh :)
And to clarify my question for those interested in my "symptoms" ... I do not yet have an upgrade card, I was just putting it back together as it was when I bought it...there was no chime...the mac stayed powered on, but the monitor powered on briefly, then shut down without ever showing an image...I had assumed the monitor was fine to use with the 8500 since it came from an older quadra. So, thanks again to everyone who offered help. Ultimately, it was Adrian's forwarded diagrams of 1) how to take apart the whole system and 2) the logic board that led me to the simple solution. Not only that, but now I also know where this weird plastic part goes (the chassis "brace"!).
