Sure, if the host is supplying TERMPWR, then a cable with a terminator alone 
can provide termination, as that terminator will take TERMPWR as its source 
of +5 volts.

OTOH, if the host is not supplying TERMPWR, then this technique won't work, 
and an actual device, properly plugged to supply TERMPWR TO the bus and 
properly powered-ON, is necessary in order for the cable trick to work.

Scanners are notoriously poor in their adherence to the applicable SCSI specs.

Some tape drives, too.
