I wouldn't go with OS X unless you plan on buying a G3/G4 upgrade.  
Even then, it's not very economical for something that will be a web 
server.  Either go with OS 8.6 and MacHTTP, get a faster 200Mhz+ 604e 
processor upgrade and use OS 9.1 and MacHTTP (http://www.machttp.org), 
or choose one of the following:

Yellow Dog Linux.  http://www.yellowdoglinux.com

or

NetBSD http://www.netbsd.org/Ports/macppc/

for something more powerful, although for these too I reccomend 604e or 
greater.

NetBSD is my favorite for turning old macs into webservers.  Stable, 
secure, and relatively easy to configure.
