Oh, I don't know if you want to know this, but your problem is almost certainly a dead PRAM battery. There is an issue with the 4400's and StarMax clones (the same Tanzania architecture) where a dead PRAM battery prevents the PS from starting. You need a Rayovac 840 or equivalent replacement. However, there is a guy on the StarMax mailing list looking for a replacement PS he trashed his after his PRAM died.
