If you're the copyright owner you can do as you please with your video files.

Make a disk image of your mpeg file using a utility like the defunct German
Astarte CD-Copy 2.0.3e (Apple acquired the rights to this utility that
overrides read errors protection). Mount the disk image with Toast Titanium
then burn your VCD.
